I've read the entire Texas Open Beaches Act, it is long, and this is the jist of it.

There is no specific mention of Metal Detecting. The act does give the authority to regulate certain activities to the following. Beaches that are incompassed within a municipality, outside a municipality but within a county and state parks. (State Parks do not allow detecting without a permit.) The three may regulate such things as vehical traffic, including a fee for vehicals, pets, camping, fires, mass gatherings, removal of materials such as sand and shell and mobile businesses. The law also defines Public Right of Way and access and when it can be denied. And those are specific.

I'll keep searching for anything in State Law that has to do with metal detecting on beaches.
