Does anyone know what this is or why it is white? I've read a bunch about white bullets but can't find pictures of them. It is lead.

Looks like a bullet to me. The color is what lead does when it oxidizes after quite a while in the soil. It's the equivalent of rust on iron.

When lead oxidizes, the white coating is pretty nasty stuff. Lead is fairly benign, but lead oxide can cause issues.

It's a mashed bullet, in that condition that's all you can really find out. It could be 30 years old, or 130 years old. Typical oxidation from being in the soil.

The oxidation product of lead is white lead oxide, forms over time in the soil on metallic lead. Remember lead based paint??? It was white because of this lead oxide product. Not really poisonous unless ingested, so after handling it, just wash yer hands! :D:D
