A Bell???

My buddy SoOregonMD were hunting an older park in a town close to us when I found this. It was about 5 inches down. It's very heavy! I'm assuming it's pewter of hopefully silver. The gears inside are completely rusted except for the brass one. One of our crew thinks it might be an antique mechanical door bell??? Any help would be appreciated.

The gears inside indicate that it turned or rotated so maybe not a bell.

Possibly a knob to wind up some sort of mechanization?
Music box maybe?

The color does look like silver.
 
I went home at lunch today and tried to get that bell to ring and all I could get it to do is make a thunk! I'm still leaning towards it being silver! The sides of the "bell" are 1/8" thick!

Get the iron gunk out of it, and hang it by a string, it'll ring. You can't hold it when trying to get it to ring..
