Small bullet help

I posted this over in ID and haven't had much action. I see lots of bullets posted here - any help? Thanks for looking! Also, I've wondered how can you all tell when it's an older war bullet vs. something modern? Educate me, please!

(also, it's stained reddish on much of the surface. could that be BLOOD or does lead do that in certain conditions?)
