You here stories like this all the time. It's too bad the original owner didn't get any enjoyment from the money. Seems like from the description he won't get near the $1700.00. You need more than 50% of the bill to collect, otherwise we would be cutting all our bills in half and turning them for a 2 for 1 return. HH Rob
