Near as I can tell, this was issue by the International City Managers Association some time after 1914 but before 1951 (based on when the association was founded and when the town I found it in was abandoned).
I was able to clean it up quite a bit with electrolysis, which made it much more interesting to view. If anyone knows more about this item please share. I am not sure what the metal is for this item, it's thin and soft and held up well under quite a bit of time buried.
