Military equipment ?

Nice monday to all,
I have found an iron item that I believe is part of the military equipment category, but I do not know exactly where to place it ...
It reminds me a little of the parachute clutches, but they looked a little different.
Otherwise the object is again damaged, bent by machines of wood mining...

The teeth are interesting. Does it look like, at one time, that you could have folded it out?

I have no idea what it is, but the second photo made me think that it is some sort of compact snow/ice boot accessory. My brain said it would fold the teeth down, and then buckle over the top of the foot.
