I am not sure whether or not you have Hobo (Home Owners Buyer's Outlet) stores in your area or not, but today I was shopping there and found a nice little Ames True temper mini shovel for $5.99 ($6.41 after tax)

The blade is galvanized steel with a wooden handle and a plastic grip.
It cuts a nice 6" diameter plug and pushed through about the inch of frozen ground that I have here with no problem.

If you are close to one of these stores, you might want to pick one up.

Not a great photo but the blade is 6" wide x 8" tall. The overall length from the top of the handle to the tip of the shovel is 26".

I just brought the same tool. Right when got home I put a nice sharp edge on it and does it , cuts through sod and small roots really well.
 
Good Deal! I paid $8 for my small 2 foot shovel...
 
I find the yellow handle on these to be a real plus – I'm forever laying the darn thing down and walking off from it.
