So I dug this at a 1890's permission I just got, had a good hunt there, been quite a while since I have went. It looks like it might be political, but don't know for sure. Reads: REPRESENTATIVE No 585 WINONA. Has a makers mark stamped on back of SOOTFORD Co MAKERS KANSAS CITY MO. Its bigger than a silver dollar. Found it in Wichita, KS among early 1900's finds.

Without doing any research it looks like a union challenge coin. Union members will carry them around in their pocket. Sometimes if you are at a bar and see another member you can pull your coin out and challenge them for theirs. If they don’t have it they owe you a drink.

By the two holes in the top, it appears to have hung from a chain.
Could it have been for a political rally of some kind?
Something one would wear to gain admittance to a convention...
