Both sound like good guesses to me. I think it was a small handle off of something, what though I don't know.

If only one side is decorated I'd say it could be from a serving tray or platter, if both sides look the same, then the cream/sugar/candy bowl type of thing would be my guess.

Doesn't look large enough to be a serving tray handle in comparison to the Penny, though... unless it's for a very tiny one (or for a dollhouse).

Looks like it maybe went on the end of a strap or belt, the end you have would have fit into another piece to buckle it..
