Metal Buggy Part?

Hi all. I found this piece in an area where I have found other parts of buggy carriages. It has saw tooth ridges, so I'm wondering if it is a step to use to get into the buggy.

If anyone can ID this, I'd appreciate it! Thanks!

Doesn't seem the material attached is heavy enough to support the body weight a step would need to. Maybe a boot-scraper?

curry comb? although it looks a bit large for that.

Doug is correct it is a horse curry comb.
