To be it look like it has raised surfaces and a complicated desgin notes what like like a boder around and the hole punched at the top

I do see something. I'm not sure if the flour trick could worK here, but worth a shot. Dust it with regular white flour and see if it brings any detail out.

I might try too and make a rubbing after I get the rust off it. Also it does not stick to a magnet
 
At the top and bottom are little rectangle holes the top one looks like it was ripped off.
