1912 Washington & New York Pin

Found this last night at about 8" down, can barely read the words "Washington and New York
", and the date on the right of the pin is 1912. The left side of the pin I can barely make out either the word "Seal" or "Sea", but I'm not sure.

There are two globes below the words and the remains of some blue porcelain or glaze left, totally boggled on what this is, any help would be greatly appreciated.

Totally impressed, and very thankful! Makes since that it would be found where it was, it was the prior home of a General Electric executive, and probably a chemist!

Applied Chemistry Pendant Suspension in red, white and blue enamel on gilded brass pin. This medal was struck in 1912 as a suspension for an award presented by the Eighth International Congress of Applied Chemistry held September 4-13, 1912 in New York and Washington.
