I clicked on it while trying to quote a message that was already quoted and nothing happened.
How do I quote a message that's quoted?

You use it when you get many replying to your thread...
Click on the multi-quote tab on each of the members you wish to respond to it will turn darker then click on the next and so on.. at the bottom of the page then hit reply and all the members you clicked the multi-quote tab will be quoted.

This is using "Quote"
This is using Multi Quote. After you select the posts you want quoted click on the New Post button.
