Found this 1913 Wheat penny that seems to have deterioration of the surface on the face. You can feel where the metal is flaking. It is beginning on the reverse as well.

Is this an error coin? Any thoughts on possible value?

Old Abe got an arse whopping some where along his 100 plus years... with 76 million minted not rare at all unless it’s a higher grade coin ..Ms 66 or higher
 
It was probably a sheet end with a poorer grade of metal (porous) and its laminating out. I had a Nickle years ago that looked like that. Trapper
 
Agree with the lamination error. I see it more with nickles, and sometimes with clad, but not so much with copper cents.
