Found tiny eagle something

Found this tiny eagle something today in an old church yard which dates from 1850s. Sorry for poor photos but can't figure out how to get flash in settings.[emoji24]

Anyway it has the eagle much like a uniform button minus branches or arrows. There is a band around the edge containing 23 stars in a total of 3 sections and 13 more stars above eagle. Eagle has no shield, the item is cupped on the back like it fit over something, no writhing. Measures approximately3/8".

Thanks if you can I'd from poor photos. Don't think it was a button as is small. Non magnetic.

It is the top of a two piece button. The back was iron and rusted away. I do not think military but I could be wrong.
Thanks scuba, it's clear inside, no traces of rust or evidence it was attached to something other than it has a rim around it about 1/8" deep like it was originally fitted over something. Was wondering if maybe top half of two piece button. Civilian?
