Roman or Celtic?

I found this in a field with my ace 250 yesterday, the logo in the middle looks like the boy scout logo. But the letters around the edge look roman or maybe celtic, I don't have a clue what it is.

There is nothing on the back.

I'd say it is just over an inch in diameter.

what is it made of?, looks like lead, I'm really not an expert but it looks Celtic more then roman, it's a great find anyway:).
 
How about French? It looks like the French lily in the center and the text is mirror imaged..so perhaps an old seal matrix?

ok i found an image on google that looks exactly like mine apart from a different logo in the middle. I looked at the letters which are backwards but would come out the correct way when used. i got this

S i 6 t t W A L T I E I I 6 E R I

or it could be

5 1 6 t t W A L T 1 E 1 1 6 E R 1

i looked at the roman alphabet and 6 means B, the A looking letter means D
the 2 II togehter could be an N or a H, a H in roman means N.

so i get this which doesn't make sense.

sibttwdltienberi or sibttwaltienberi

anyone know what this could say or mean or how old it is?
 
ok it says sigill, which is latin for seal, the rest says walti something, theres one in my magazine that says sigill and also walteri de longedvne which means walter of longedune. So i'm guessing mine is the same person, i can see walti on mine, can't make out the rest apart from th sigill bit as well.
