Silverplate question

Typically not enough to bother with. Silver plating is very thin, so it would take a LOT of items to get enough silver from those to bother with. Additionally, plating can be done on various metals/alloys. Typically brass is used, but silver can be plated to most any metal. All metals can be recycled, but the return is so minimal on most that it's usually not worth the effort.
 
Do silverplate items, like silverware, have any value, melt or otherwise?

Not even a little. Precious metals can plate very thin. in fact one drop of 24K gold can plate a whole silver dollar.

Same with silver. Once you try to melt everything down, seperate the brass from the silver you have so little silver its cost prohibitive. At 30.00 an oz pure it isn't worth the time or effort or materials to do it.
