Colonial area whatchamacallit

I found this in an area that was mostly colonial thru the 1860s. It rang up a solid 81 on my AT Pro. Could be copper, lead, brass, pewter? It's quite small (20 $ bill comparison)

Looks like it had two arms which held something - a bell, maybe? I could be wrong and probably am. Just my guess.
 
It reminds me of a "spinner" thing my grandfather had. Between the two "tongs" there was a round token. It had a different image on either side. When you spun it, it would animate. The "tongs" were mounted at the base to a heavy paperweight. His had a horse on it, that appeared to run when spinning. Seems to be about the right size too.
