recent finds ups badge?

I have had an unspectacular summer for md'ing but did find some weird stuff. The t handle item is a nipple wrench for a percussion muzzleholder found at a an old farm site. The car has 2 blue items sticking out of the windows which were the legs of a toy cowboy that fell apart when I picked it up. The little tag says Oscar on it and has a wisconsin address on the back. The kalashnikov knife was a surface find on the bank of a lake. The green placque is metal, possibly bronze with green enamel on one side and says "north illinois,founders day 1984 (possibly 1884)". It also has the ups emblem on it. The other side says "what they have in common sets them apart" It then has the names George Casey, Evert McCabe, Jim Casey, Charlie Soderstrom. This is one of the more interesting things I have found and don't really know what it is. It has no means of wearing it like a pendant or badge. Any ideas?
