Help date a Royal Plate Co spoon

I found this spoon today at a home that dates to 1852.

Makers mark

On the cross on the front are the dates 1891 and 1892

Any idea how to date it ( assuming it's not the dates in the cross)

Haven't seen any royal plate co spoons with that pattern.

The company was founded in 1909 and bought by international silver co.

The 1891 and 1892 might be a memorial date for something. This court case says that the company founder started making furniture in 1890, maybe the following year he realized he could make spoons and this was the design? Lol

could that first number be 1392? looks like it to me....
