you can buy new axes just like it...other than a round about age ,determined by the amount of corrosion..its allmost impossible to know how old it is...

Could be anything, Look for a stamping on it. I was going to say maybe a Keen Kutter or a Collins but that design was pretty popular. It would take a bit of work to put a new edge on it but it will sell as is on fee bay.
