Farm Implement/Tool?

Another long shot, but I’m wondering if anyone has any ideas on this oddball bit of big iron I found a couple days ago. It was a surface find in an active farm field, but it was a former home/farm site on the local 1886 maps, so it could have some age to it. The circular support collar implies that a wooden handle of some sort may have been secured to it at some point?

Any ideas appreciated - thanks in advance!

Could it be a hand brake for a wheel of some kind? The large flat bottom applying friction to a wheel to stop it?
