SOLVED: Crusty hook

This hook was the only thing found under a street tearout in Wisconsin. Think it looks like forged iron. Pretty crusty junk, I'd say, but was just curious as to what it would have been used for.

It seems a little small for a hay hook, but I don't really know. There are meat hooks and box hooks too.
