Mystery Brass

Any help with this one would be really appreciated. I have no clue.It is brass and has some weight to it. It is about 4" long and about 1.5" wide at the widest part

I have no clue what that could be, but with that hole underneath I would think that it was screwed to a wooden shaft perhaps?
 
Looking at it again, the two flat pieces look to be for locking the fixture onto something, especially with the end looking like a finger turning device to lock it in. Still unsure what it could be, just throwing ideas and opinions out there to help.
 
It was found in the woods not far from a dump behind an old foundation. It was entangled in the roots of the largest tree in the area, about 6 inches down. We found a bunch of what appeared to be old automotive chassis parts nearby. Not that they are related. Just throwing it out there.
 
I've seen that before & it's killing me to remember what it was. For some reason I'm thinking something used to close & lock windows up high, like in old schools.
