Grommet could be from various things: wagon/carriage covers,Model T tops, canvas canteen covers

I've found a few similar. Here's one front and back.

I think the grommet went with the belt. Think of a cowboy, dressy sort of belt that has coins, stones, or what ever all along the belt framed or held in place with some type of metal frame. I have a picture but not savvy enough to get it to load.
