Brass doo-hickey found in old road cut-out

Town started in 1848. Near the small downtown area, they are building new housing and have cut a section of road away.

Didn't find a ton of goodies but there were some nice cork top bottles and old bricks.

I found this thing in the middle of the road. It is solid brass as you can see where it was nicked, it shines like gold. It appears a part (maybe handle?) Is broken off.
It had me and my hunting buddy stumped.

Anyone have a clue?

Thanks for your opinions so far guys!

I thought it could be some type of valve, maybe a relief valve. Being all brass would make sense it is some type of fitting.

I'll keep researching!
