Is there anything I can soak this spoon in to loosen things up?

I'd toss it in thrash, but you could try a few experiments on it. You could try the old phone charger electrolysis method. Try soaking it in some oil, see what loosens up. Go at it with a wire brush.

Yeah, i'd put a drill with wire wheel/brush on it for fast results and make sure to wear eye protection, that stuff can mess you up. GL!

I wouldn't necessarily throw it away like KaDiggs said. If you were hunting an older site (pre-1930) it's fun to keep the cutlery. Good find.
