Silver coated with black crud

i have a couple of sterling charms from a bracelet that are coated with hard black crust. I cant even scrape it off with a fingernail. I have NO idea how to get this junk off , help! lol

Is it possible the black crud is not reaction material but an actual coating of hardened tar or some black organic? if so a soak in acetone, fingernail polish remover will not hurt the silver but will soften the gunk to the point it can be removed? Very thick looking coating!
 
I've found coins with the tar stuff on them. Best method for me is aquarium gravel, toothpaste and soap and water mixture in the tumbler. Let it tumble over night. Will get all the gunk off. If it doesn't get it all I guarantee it will after 24 hours of tumbling. Won't hurt the silver either. Just polish it nicely.
