what is this?

I found this yesterday in the front yard of a house built in 1921. At first, I thought it was an antique whistle of some sort but after cleaning the dirt out of it, I am at a loss. There is a word "ARKAY" stamped on one end. Thanks in advance!

I thought so too but it doesn't blow. The openings on the side are identical on each side and there is no angled edge on the inside of the cylinder to create the "whistle" sound.
