Brass loop thingy - solved “reins guide” thx!

My first impression is a drawer pull but it seems too substantial for that.

Horse tack?

I've never found one and probably will never find one where I live, but that definitely looks like a reins guide with the threaded stem snapped off. The uneven wear on the inside edges is where the reins rubbed.
 
I concur, reins guide. Here's my one and only non-iron reins guide (found a handful of rusty ones). Also known as a "terret".
