Outer Banks Question

QUESTION: Since most of the Outer Banks are part of the National Seashore where Metal Detecting is not allowed, where can one use a detector?

I looked up the Waves Campground and the Atlantic side is all National Sea shore.

Is it all done from the Nags Head area and north?

We plan to be there in October....a long treasure hunting trip from New Mexico.
 
Here's what I have learned (or at least been told) from the state park service at Grayton Beach in Florida and a National Seashore ranger. They both said that as long as you are not on a national seashore beach anywhere in Florida, there was no such thing as a private beach. They both said you have as much right to any beach as the people who own the house or condo stacks do. However, you can only detect up to the high tide mark (seaweed line.. pretty easy to tell) as that is where their private property begins. I imagine this is true on any beach in the U.S. but certainly don't know that as a fact. When you get back on the bay side of outer islands again... not sure.
