I don't "think" it's that.. I was thinking Property marker Embedded in Cement or something else..which it wasn't.. but don't know..
any other guesses?

Date nails were also used in railroad ties to tell when the ties were installed. Might be from 1902.

Don't think this one is a Railroad date nail, as all those I have seen and own are heftier and usually longer with ribs on the shank to grip into the tie or phone pole. And the date has to show big from on top so the inspectors could see the date in a glance.

It is definitely from a utility pole. I used to pull them out when I was in line work. Not good to step on one while climbing.
