on what appears to be a brass something. Not sure what it is. There appears to be a man and a women formally dressed and perhaps dancing. The man is holding what appears to be a top hat. At the top of whatever this is, is a hole. Perhaps the hole had a piece of decorative string or something through it and maybe was put on top of a bottle. Just not sure. Found it at one of our local parks, buried about 2 inches deep.

Yes, school's, church's and community center. I'm beginning to think perhaps there was a small chain or something that went through the eye in order to hang it around a bottle of champagne or other beverage?
