Found this in an old field that dats back to a settlement. How to clean it?

Looks like iron to me, probably electrolysis would be your best bet. Plenty of posts in here on cheap and easy DIY setups if you're not familiar with it.
 
If its iron which it looks like, definitely electrolysis. Works perfect. Just like T Man said. Search the forum on Electrolysis if you are not uptodate on that
 
2" Diameter? Looks like an old toy tractor tire.

Toss it in some vinegar for a week, see what it looks like after that.
 
I agree, a few days in vinegar then give it a scrubbing and see if it's worth soaking longer. If you have an electrolysis setup go for it .
