I’m assuming this is Gold Rush Era due to the era. Looks like the tail, a leg, and tongue are broken off. Never seen anything like it.

My hat's off to 'Bank Fisher'. Good eye, man. Still, though I can't exactly say why, I get a more "feminine jewelry or accoutrement" vibe from that object. For example, hair combs were once a very commonly worn and easily lost item for women until well into the last century. Could it be the decorative topmost part of one similar to this...
