Found in an old schoolyard. Can make out SR marking and “HEEL” more to the word heel I believe in the beginning but couldn’t clean it off

maybe "wheel" on the bottom? looks like a cap or plug that could only be removed with a specialized tool...

Ha! I knew i had seen this before...it's the end dust cap for a Sakae Ringyo bicycle crank. Says "chainwheel" on it..I rule.
