Brass, Threaded Whale Tail Thing

I found this embedded in a rock pocket at the beach. I thought at first it might be a keychain, but there's no hole for that. It must be something for a boat, but I can't think of what it could be. Does anyone have any idea?

My first thought was a porthole thumbscrew hiwewver the strange thing is that there is not a built in shoulder so it would be hard to tighten it against another piece. Guess it could have a separate washer under it.
 
It's a locking screw for an extendable pole.
extend the rod and turn the set screw to hold it in place.
Because of where you found it I would say it was off a boat shade awning.
