Finding sidewalk tearouts

Can anyone add to this list? Are these good ideas? Short of driving past and seeing "the Yellow tape" or having a brother-in-law on the road crew, finding these seems to be an art I have yet to master.

1) ask mayor/town council (small towns)
2) call local contractors who do these

Not sure what #3 is, but #4 is ALWAYS profit.

My town has a sidewalk manager. I call him and ask. Public works office can tell you, too. Not sure about small towns.
