Stamped OUT tag

I found this tag tonight. It appears to be hand-stamped with the word "OUT" on one side, and has a few links of chain attached. It is about the same weight as a penny.

What the heck was it for? :?:

It is surprising that they did not stamp IN on the reverse...
That way they coud just flip it around.

After looking at other examples of tool check tags, it appears very similar. However, it also looks like most tool check tags have some sort of number on them.
