Looks like a kid would slide it on a belt, then after it is buckled, slide it over the buckle. Just a guess...

Old belt buckle for a kids Superman costume I suspect, back in the day when they made kids toys out of better materials than cheap plastic.
Those ends probably bent over a piece of material to be used as a belt with an actual buckle part on the opposite side...or slid over the buckle as Crackerjack suggested.

Could be. If it is a belt buckle, it may be a rare one. I Googled Superman belt buckle, and could not find it in the images section. Almost all of the belt buckles were of the Superman symbol, and did not have the Superman character on it, although a very few did.
It is possible that it isn't a belt buckle at all, but I don't know what else it could be.

Whatever it is it's pretty cool! To me it looks like the top to a small box,
like a slide on cover, same idea as the boxes those old glass auto fuses came in.

Cool Piece! And, as a side note, when I searched online for similar, it appears our very own John-Edmonton found one back in 2008, as posted on another forum......
