Open file
Click resize
Put 25%
save

I can and my guess would be it’s just a medallion they handed out to the corrections officers or something and one of them dropped there’s apparently.

The Director's Medallion is awarded to individual officers annually it appears...only a few each year that I can find. Here's one link:
