Vintage Silver cufflink or collar button?

I found this item in a lake that has dropped several feet which has allowed me to detect. It says sterling on it and has a mark - a star with a B inside.
My brother looked it up and it appears to be from B.A. Ballot Co.
Do you think it is a cufflink or a collar button or ?.
