With all the clues, I need the guess to be very specific, so far a few guesses have been skirting the answer.
 
Piece to a gas light, the part that a mantle gets tied on?

Edit to say it was Monday 12:37AM EST. by my clock, 3rd guess...

Ice scratcher nailed it!
Patented March 15th 1887

W3-08555: Vintage sconce, originally gas but carefully converted to electric, with ground wire. Signed "Welsbach System" and patented March 15, 1887. Gas shade etched with ribbons, torches and flowers. Striker marked "S.G. LIGHTER CO., LYNN, MASS., PAT 11/18/09". Original Japanning in excellent condition. Measures 12 1/2" high by 8" wide by 14 1/2" deep.

Funny, it was still a guess, I have seen gas lamps and street lights before, and have used gas lanterns. The clues, and the pictures finally got me there. The clincher was..."so far a few guesses have been skirting the answer"...

I think

Its the bottom of an old radiator cap froma vehicle without the top cover attached.
