Let it get dry, then take some tooth picks to it. Start on the edges and see how the dirt comes off. Remember you can snap off the end of the pick and use the softer splinters to go easier on it. So far, I've always found that my buttons retain more of the details during cleaning, unlike coins. You just need to knock that dirt layer away.

As far as it being civil war or not, without the back of the button, along with the back mark , it wouldn’t be so easy to narrow down a specific date range.
