1914 vin or serial plate??

Any ideas what this could be from? I thought possibly 1914 buick vin plate but confirmed that it is not. It was found in yard of a 1900 house in Iowa. Any ideas or input would be great.

It reminds me of a Dog License that was riveted to the collar.
It also looks like there might have been a ring on the left end to hang it from a collar too.
 
That dogs long dead. Great find! Too bad it doesn't have the location.
