Can anyone id this?

Last week I found this big disc with 93 on it and figured it was some sort of cow tag. Then later I found the other disk with what looks like a belt loop on it. They may be of no relation but they happen to be the exact same size and were yards from each other in a field. I do not see ant writing or design on the one with the loop on it. Any info would be greatly appreciated!

I'd say the second one is a bridle rosette.

Second piece is definitely a bridle rosette as others have said - first could also be a luggage tag if it isn't a cow tag.

1st one is probably a valve tag for plumbing. you put a number on a valve and have a blueprint that shows what number valve turns off what fixture or room.

Could also be a room key tag.
For a hotel\motel.

I found a simialr numbered disc last year. Turned out to be a miners tag. Guys would take them off a board when they went into to the mine to keep track of who was in it.
