Artillery shell, WWI or II?

I am posting this for a friend who found this shell along a railroad track near a civil war site in Virginia. He as told it was a WWII shell I think. Can someone who is an expert look at this and let me know your thoughts?

Interesting! It had a base loaded fuse, rather than a nose fuse. These old naval rounds were designed to penetrate before exploding. Some were made inert and used as practice rounds. It appears to have never been fired. No rifling grooves on the rotating copper band. Hard to tell it's age, it could be from the 19th century, up until the 50's.....hard to say, but it's unique.
