Heavy rust layers cleaning advice

Found this jersey axe head on 1940s property. I tried chipping away at the layers and even soaked it overnight in rust remover . Is this as good as it will get or do I need to grind away more. It’s kind of hard to tell where the bare metal really is .

I started with an old pulley I found in the woods. I got it spinning again but still have alot more rust to remove. I'll do either electrolysis or a wire brush bit on the Dewalt to get the rest. Keep us posted on your progress please!

You can use Evap-O-Rust. Works very well. One tip is to heat it up to 140 degrees. Here is one I did.

Electrolysis will knock it right down to the metal if you want to get involved with that. I've helped a few members here get into and have a thread buried in my profile somewhere.

I really don’t know, other than to tell you it was found between 2 Confederate Gardner bullets.

The simple solution for rusty iron is wire brush off loose flakes then put it in a container with white vinegar. Photo shows 2 ax heads that I dug on abandoned homesteads.
