Is this an early eagle button, seal, ??

I found this item this time last year in an area a very old home site once was. It is lead or maybe pewter and is the size of a quarter. There is nothing on the back, I do not see anywhere a button shenk has broken off. My wife said a seal of some sort but you would think there would be a way to hold it. I am not sure if this is supposed to be an eagle or a chicken hawk or what. Something tells me it may be something very cool. If anyone can ID it, it would be greatly appreciated.
